Smartmatic werd opgericht door drie techneuten uit Venezuela en werd officieel een bedrijf in Delaware in 2000 na controverse bij de Amerikaanse presidentsverkiezingen van 2000. Smartmatic vestigt het hoofdkantoor in Boca Raton, Florida.

Smartmatic breidde snel uit tussen 2000 en 2004 met kantoren in Venezuela, Londen, Florida en Californië. De rechtszaken over hun banden met het regime van Chávez zijn nooit beëindigd. Smartmatic kocht Bizta, waarin zowel Smartmatic als de Venezolaanse regering grote belangen hadden.
